It has been solved. It is a permanent filter change that stays the whole game. The only way to make it go away is by starting a new game. They checked through the codes, there is nothing more to this Easter egg.

It's a noir mode in a map inspired by noir films, I don't think it's much deeper than that 😂

The only Easter egg I wanna see is the zombies in spaceland roller coaster ride. Devs have stated in an interview that there’s a whole separate Easter egg that is initiated during the roller coaster ride, and that they don’t plan on giving any hints

So for anyone wondering how finding Easter eggs work people basically get into the files of the games and find extra coding which are hidden prompts for the Easter eggs. That said if there was more to it they would’ve found it by now for sure
