This is a threat posture, he's making himself bigger and therefore scarier. But he's not running away, which is a good sign. It just means he's still a little bit unsure about touches but overall trusts his owner. Unless he's been doing this for years, then he's just quirky like that.

Make sure you wash your hands after you touch these guys as well as Turtles they carry salmonella and if you don't wash your hands really well with soap and water you can transfer that to your mouth if you're eating or something or on to other surfaces you can get really sick
