I'm sorry, Wolf is good. He really is. He does have a better planning regime under his belt, (assuming it's a 1v1, Bentley is the planner of the group, not that Sly can't plan/improvise), can hold himself in a fight quite well, and even without a team is one hell of a thief... But Sly Cooper is HIM.

The Cooper Legacy has trained over generations that grant complete mastery of stealth, day or night. You lose sight of Sly, you lost. On top of that, the techniques for rail walking, spire jumping, climbing, and falling from impressive heights grants Sly monumentous mobility advantages. Yes, Wolf uses a few gadgets that would give him a small range advantage over Sly since he's almost exclusive to the Cane, but Sly does also have ranged options such as his archery garb, though it is more situational. Plus, Sly is also a master of disguise in his own right, and has even more techniques that are beyond broken.

Sly can become completely invisible, make literally no sound even when sprinting or falling from extreme onto loud objects like dumpsters and cars, can generate enough lightning in his Cane to discharge electric shockwaves that either incapacitate or outright body nearby people (said Cane has also been shown to be virtually impervious to damage, or at the very least ridiculously durable), and even has a few techniques passed down in the family line that allows him to alter the flow of TIME, which has allowed him to near effortlessly dodge bullets and lasers.
