For colder climates you are supposed to hang the gutter below the point where if ice and snow slide off of the roof it will not hit the edge of the gutter.

There should be flashing tucked under the drip edge that drops down 5 or 6 inches then brackets screwed into flashing this will keep rain from getting behind flashing rotting out the wood.
