Light is definitely a better manipulator IMO. Manipulation /= deception, Lelouch is better at deception, Light is better at manipulation. Also death note is stronger than Geass IMO, so Light takes powers too.

Personally I think that Light had the better goal. I mean world domination is no simple task and both kinda became Gods over their worlds in the end, but for goal itself Light was always more refined in his doing of his goal and what exactly he wanted, if that makes any sense
