HIT BACK! Putin intends to sign decree on Russia's response to Western oil cap

President Vladimir Putin said on Thursday (December 22) he intends to sign a decree on Russia's response to a Western oil price cap next Monday or Tuesday.

Putin provided no details of the upcoming document, and he blamed the explosions on Western sabotage.
