Pylar glacier is a good alternative for the wash.
2 layers in the areas you really want blue.

How would you glue the mini to this? I assume the regular plastic cement wouldnt work?

How do you attach the models? Scrape down to the plastic? I would think even superglue would just peel the technical paint off the base itself.
