Part of the reason that jobless unemployment claims may be less than expected and not a true indicator of people losing their jobs is that many jobs are held by independent contractors, gig workers, who when they go to file for unemployment benefits are usually not eligible because they were not employees, gig workers don't generally show up in unemployment compensation numbers.
