Probably late to the part guys but your issue isn’t the amount of elementary, high schools and universities you have or even your lack of bus stops and transit to schools. It’s your residential zoning.
Through trial and error I found out the hard way I had too much high density residential. HDR= young adults looking for work.
LDR= young family’s with kids who need to go to school.
Swap out your high dense for low dense and your schools will fill 100 times quicker helping you unlock that Arc De Triomphe.

You need 3 different schools in every neighbourhood. Few jobs and a bus that stops to schools. When they graduate they will find jobs and they will ask.
Many schools bus lanes few jobs

I have 6 elementary schools, 4 high schools and 3 universities across my city but my citizens are still not educated. 😢

Something you seem to miss: you don't really want all your citizens to be educated. Because Industries and small commercial areas are mainly looking for people with little to no education. So if your city is super educated your industries will struggle to find employees and most of them will close because it takes too much time for educated ppl to resign themselves to take a job that's below their level of education. And if your industries don't work, your commercial areas will struggle as well because they won't get enough products to sell. Unless you have several cargo train stations but your road traffic will be hell.
