I found success using a wall paper scoring tool to put holes in the top layer. I then use a sponge mop or spin mop with a bucket of super hot water. I wring the mop and mop the wall. The heat loosens the adhesive enough to peel the top layer. Once that's off, i score then mop the second layer and peel. Saves your back, time and money on adhesive remover.

I just took down some 50 year old wallpaper. The fabric softener and the hottest water did wonders. The paper came off effortlessly. I did have to go back and spray for the 2nd layer of glue paper.

Wallpaper steamer. Best tool ever. Especially if multiple layers an reactivating old glue for removal. Also wallpaper will come down in large pieces and in some instances in sheets making it easier to take down and dispose. Much less mess.

Tried all of the scoring tools and other hacks but after a lot of time effort and money spent (I don’t use fabric softener so had to purchase it) $75 spent on steamer was the best bang for my buck. Had wallpaper down in one day and could scrape down glue residue. Washed walls with TSP and then painted.

Was a warm day from the steam so make sure you water available. I was perimenopausal when I did this so very sensitive to heat but it is what worked FOR ME.

You do need to have something to catch drips tho. Especially if floors are wood and to prevent slip hazards.

BTW. Fabric softener is kinda waxy so you really have to make sure wall is clean before you paint it IF painting is your last step. Otherwise paint may apply well or last.
