The point about brand new Christians receiving, while people that have been saved for years don't is very interesting. I heard Hagin speak to this as well, and IIRC he made the general point that in the case of the Christian who had been serving in the church faithfully but was not receiving healing, it was because they (and others) were exalting their works above Jesus and felt they deserved healing. Long story short, my theory is that it is easier for "new" Christians to receive because they have not yet been indoctrinated with religious ideas that create unbelief. It's like the conflict between the Gospel and "The Circumcision" Paul warned about, saying there was zero compromise with that movement. Sadly, religious ideas that undermine Christians are often taught and become "traditions" (i.e. traditional beliefs), and I think this is why Jesus told us to "take heed what we hear".
