I want to clear that wolves are actually seen forming dispersal groups similar to 'bachelor groups', but are rather smaller than lion bachelor groups. You are right about the fact that mostly they just roam around alone until they find a mate. But if they find other dispersals (usually same sex) they might form a group of dispersals. Obv I cannot say for sure if you were trying to make pack law inspired from real life wolves or just recreate pride law.
I am not a biologist, just seen documentary films from wolves. 😅
