A cup is a cup... although the measuring tools are different for dry and liquid. The liquid measuring cup has a spout and has the measurements on the side. The dry measuring cup is meant to be filled over the top and then leveled with a straight edge (knife)
If you put dry whatever in the liquid measuring cup it is hard to measure accurately because it will mound. If you put liquid in the dry measuring cup you would have to fill it to the very top and most likely spill.

a dry measuring cup is different than a liquid measuring cup. I dont really remember why theres a difference but I remember my high school cooking teacher getting mad at my group for using the wrong kind of measuring cup

Jenna is right You're supposed to measure liquid in those jugs so it doesn't overfill and spill every where, like it would in a dry cup
