My boi Executor! Laterano is easily one of my favorite countries lore wise it's very interesting and has a lot of mystery to it almost as much as Aegir imo. Also c'mon everyone on the internet in the early 2000s remembers Angel With a Shotgun.

So if I got this right the Sarkaz had a fallout amongst themselves almost thousands of years ago because of how "Lord of Sarkaz" can peer through others memories, others probably rebelled against it and they were hunted down. The remnants escaped and stumbled into "The Law" which converted them as Laterano's and access to the armory that helped them fight back. These are the 'first saints' and founded Laterano on top of "The Law". Now Lateranos can feel each others emotions without any restrictions and exclusivity like the Lord of Sarkaz did on his people, also explains Amiya's crown which is a dark halo but more in crown like design. Mostima turned into Sarkaz because she "fell". Now if somehow Cecelia "fell" later on she too would turn into Sarkaz as the Law no longer has a hold on the fallen and lose the Laterano benefits. The Lateranos further flourished to Iberia but then got separated from Laterano and they have their own scriptures.

As to why the Pope and Andoain didn't fall when they shot each other I have three guesses: Either they are too important considered by the law for them to fall (Mostima wasn't important and thus she fell) or they simply just joking around shot each other and didn't mean it, meanwhile Mostima had the intent to kill Andoain? and the last one is Cecelia's song affected the supercomputer
