Let me just give you a quick explanation of m87
M87... a black hole
By seer force able to absorb stars, planets galaxies
Some one who's 7 times faster then the speed of light
Some one who could manipulate planets and stars
Some one who can instant kill people like "the thought", ink, error "the one behind the files" (fanon wiki sans)
He completely claps every one on this list
M87 sans can be scaled to low universal-multiversal+
Here's some info from the wiki
space time manipulation: m87 can warp reality around him to what he wants, including the black hole and planet he call's home.
insane speed: m87's speed is about 7 times faster then the speed of light, this makes it seem like m87 is teleporting when all he is doing is moving, time abilities can effect this, but not likely considering how fast he is.
the null attack: this attack is only used as a last resort when he is about to die, m87 grabs the code of hundreds of different AU's and forms himself with them, his stats get multiplied by 3000 and his power will go to even more insane levels, this attack is only used in phase 2 and as a last resort, only au's that can mess with code can have a chance
power: when m87 sans was sucked into the black hole he received a great amount of its power.
regeneration: Because m87 sans was consumed by a black hole, his body structure isn't normal and he can regenerate himself.
black holes: he power to summon smaller black holes to consume projectiles and anything else he want's.
black hole gaster blasters: m87 sans has different gaster blasters then most, instead of having a huge blast, it sucks things in and shoots them out at the speed of light.
multiple black holes: m87 can summon two black hole's to stretch a sans out with the gravitational pull of 2 black hole's, this doesn't change their body and it goes back to normal after, but it causes immense pain.
the Blackstar: the Blackstar is a super powerful move m87 can use only every 3 hours, it destroys the entire universe he is in without killing him ofcourse, this attack costs an insane amount of energy that only someone like m87 can withstand.
special attack: m87's sans special attack is to pull apart the universe he is fighting someone in and take code from it and add it onto himself, this increases his power 10 times past its normal and can kill op characters such as geno, but it cannot kill ink or error, but it will damage them greatly, he can only use this ability every 10 days.
teleportation: m87 sans can teleport like most sans au's.
gravitational pull: m87 sans has a gravitational pull that pulls sans to him and causes them to be consumed, this does not work on AU's stronger then him.
last stand: this is his final attack and form, he has a slash across his chest and he glows a dark red-orange color, this form can't last forever, but it boosts his null attack to 3000 times its normal state, and multiples his phase two power by 5000, this final form can hurt even gods, but its his final attempt before he can die.

And the fact u said low to mid diff for murder and low for killer is sad. Killer is stronger that murder.
Here lemme order them for u in strength.
Horror (can oneshot mtt with his head explosion)
Killer (save and load, 46 9's worth of dmg for only 5 bones, 999, 999 lv etc.)
Insanity (has a shitty save and load, basically he can save and load but he cant save his hp so it will transfer, so if he take dmg he cant heal it from loading. If he dies it auto resets him back to undertale)
Murder (just sans with 19 lv and a lot more atk def etc. Murder doesnt steal attacks)
