Actually, this is the preventive maintenance procedure to keep the vacuum waste lines clear. The ice is *abrasive* and scrubs the shit build up from the inside of the narrow-diameter vacuum lines between the toilet and the waste holding tank at the rear bulkhead in the aft cargo bay. This will prevent the lines from clogging. The ice will then melt, and can be removed from the waste holding tank with regular lavatory service truck.
Apparently the mechanic who came up with this idea to use the ice to keep the vacuum waste lines clear won an award from the airline for saving the company TONS of maintenance down time dealing with clogged toilet lines. Other airlines quickly adopted the idea.
When the cleaners/groomers actually do clean the lavatories, the toilet bowls are cleaned in the usual manner, with care taken not to scratch the Teflon bowl coating.

No, they use regular cleaning products to clean the toilets. This is a maintenance solution which isn’t done every single time it’s cleaned.
