This is very bad idea. It's always good to have a paracord. Cable ties can be useful in many situations and are worth adding to your kit, but they aren't a replacement for a paracord.

No man, use both if anything. Cordage is one of the most needed survival items. For example, you use cordage in traps, bowdrill, shelter, and so many more things. Saying NOT to carry cordage is one of the most awful things I've heard.

You can reuse cable ties if you just lift the little locking mechanism

You should carry both, cable ties are better for a smaller connection like repairing, connect and tighten items much better. Small rooe is garbage, bigger rope is better. You can hang things like trash from a tree or make a trap. But smaller rope is better than nothing.
