Developers are only doing devops work, deploying using docker, kubernates, aws are done by developers. Some companies are automating the devops work, by creating configuration yaml templates for new projects. if a new project is started all devops work is done by developers, its just a one time setup, thats it, devops don't have continuous work like developers, so their allocation is short term.
