This may become a problem in the future as on January 19th, 2038, the date that it reaches the maximum, all systems running on Unix Time will be rolled back to December 31st, 1969.

This was most likely a site made with WordPress or other CMS of the same vein and a page builder plugin that uses shortcodes (bits of codes put in square brackets) for the various blocks that composes the page, then, when such plugin is disabled, the shortcodes no longuer works and you're left with this kind of unstylized, unworking content.
