the procedure is wrong. that cooler cannot handle all the power produced by the 12715 and the hot side of the peltier becomes much hotter than the 12705. thats why the cold side is warmer.

12705 =60 watts, 12715 = 180 watts, your power supply = 145.2 watts max on the 12vdc output. In your video you mention 'a charger" split between both peltier's needing 240 watts. in short if test was to discredit the China made peltier, you need to try again IMO.

The power consumption is different from the thermal power transfer, the actual power transfer of the 12715 is actually 127W at 15v 15a, at 12v 15a the actual thermal power transfer is ~101W, but u have to remember that cooling the hot side is very important...

I have seen 2 videos of you now where you are not applying the thermal paste correctly.
You should do it in a way you do not have air captured.
Please watch videos on the subject here on Youtube.

12715 was not given enough supply to demonstrate it full capability. This test is not quite scientific IMO.

The cooler is in inverse position. As it is a heatpipe type cooler the liquid inside should always be in contact with the plate, which is not happening so the cooler capacity will be very less.

look up heat pipes. They don't work upside down very well as the working fluid that boils and transfers heat has followed gravity. turn your experiment right-side up and try again.

Thanks for sharing your discovery. I'm trying to make a small refrigerator (For a 1Lt water bottle), that remains running 24 hours all year, that consumes few watts (I'm in South America) to be powered by USB. This video has helped me, but... if anyone knows of a guide, I really appreciate it :)

I need to replace a broken peltier. It consumes 5A at 10.5V. I bought a 12V10A peltier (TEC1-12710) but it only consumes round about 3A at 10.5V.
Any ideas why?
The cooling power is not sufficient..
