Another thing that could prove this theory even more is that during the Undyne hangout when she's talking about getting Papyrus into the royal guard she says that she can't let him in because he's too nice, but also she says that Papyrus pretty freaking tough, and that's coming from Undyne, just another thing to improve on the theory.

Head cannon: Toby/Annoying dog purposefully stole Papyrus's special attack to keep the game fair as his special attack is so strong it would throw the balance out of wack

Theory:
Sans' last attack is Papyrus' special attack. If it is, that would explain why Sans can't kill you by throwing you around: because Papyrus designed it to capture, not kill.

not only does he use four Vines to restrain him, papyrus still manages to be in his iconic pose whilst being restrained

Papyrus' physical strength is so strong that he can jump through all of his traps.

When toriel kills the player, there's a frame where her battle sprite changes to a shocked one as if she JUST realized what she did.

Toriel just wants to keep you from dying (and fails) while papyrus wants to kidnap you

There's also that thing that no matter how much defense you have, he'll always do at least 3 damage

He also has insane jump power as he says that when he can't solve his own puzzles, he just jumps over them

1- Papyrus literally flies at the end of his fight

2- Papyrus and gaster are the only monsters whose dialogues doesn't have an asterisk at the beginning

Another minor detail to note, the monsters in Undertale during battle have an idle animation that represents their efforts and determination to kill you as in "how hard they're trying" the more the enemy is moving or shaking the more they're trying their hardest to take you down, and this goes for every monster in the underground logically, except for Papyrus for he NEVER moves during his fight like a statue which indicates that he's not even trying to beat you, he's literally not breaking a sweat attacking you and controlling his magic during his whole fight while other powerful monsters like Asgore, Toriel, asriel, sans and undyne are moving, shaking and sweating to beat you

If you give Papyrus a reason to fight you, HE WILL. He's kind and forgiving, but not afraid to defend himself.
