2024 actually seems very likely. Toby stated Chapter 3 is effectively finished, and one of the previous newsletters stated 4 was around halfway done. It's GOT to be a 2024 release

this fandom is so patient that saying "you gotta wait two years for the next update" is great news to us but honestly I really expected the chapters to release around the 10th anniversary of undertale (which is close enough to what the timeline seems to suggest) so if it ends up being 2024 thats like. really early. so cool though

I believe the money we’ll now have to pay for will be completely worth it. My guy’s been working on the game since 2018 and the only 2 chapters we have access to are the peak of 16-bit gaming and to think every chapter gets bigger, I think it’ll be worth it

I'm 90% certain we'll be getting Ch3/4 in 2024. Toby loves his fall season releases and while he COULD not be ready to release it by fall 2024, I feel the chances of that are unlikely. Even if that happens I doubt he would make us wait until fall 2025 just to continue the trend.
