Even with Videl being weak as shit, the fusion would still be really strong because of how busted the fusion multiplier is. Remember that Base Gogeta in DBS Broly was able to do more against SSJ Broly than Blue Goku and Vegeta did.

Fun fact: According to Dragon Ball Fusions, it's implied one of the strongest EX-Fusions is Towale, the fusion of _Towa and Arale._

A fusion between broly and freiza would be completely and utterly unstoppable. Broly is capable of increasing in power during fights at an exponential rate. So much so that he was able to go from literal sayian saga level strength to super sayian blue gogeta level strength in the span of a single fight. Then frieza can literally train for 4 months with a person on par with goku arriving on namek and go from ssj1 level to ssb level, and then just a little more training and he’s able to blitz goku and vegeta at their strongest in the series yet. If you fused these two characters they would be able to grow in strength so fast, no one would ever be able to keep up. This also applies to cell but possibly even more so because he has regeneration and everyone else’s powers and attributes, including frieza. But any fusion between these 3 would be so ugly and goofy looking.
