For context :

Rick was hallucinating seeing Lori around the prison and hearing her voice, in this scene specifically, he saw her standing on the little bridge where the river is at and walked to her .

This clip is from a deleted scene that the producers thought would look good (turned out to be super creepy, their words) . But, considering Lori never turned and was shot in the head by Carl, it made no sense for her to be a Walker
