As a boy, what i really want to say is, we get attracted towards women despite their clothes, because it's natural. But it's our duty to control the urge and look away, so that someone shouldn't feel uncomfortable. Sure a covered woman will get less attention than a woman wearing shorts, but it's our *duty* to look away.

In fact I have got stared most of the time when I had wore a kurti with dupatta and leggings, actually only at that time, maybe because I look around 18 to 20 years old in the kurtis. When I am currently 14 years old, and never got stared when I had wore jeans and top. It's all about mind set, not about the clothing.
