Its called a token or staff depending upon the the instuments used.
Its a bit more complex than this but basically removing the token or staff from the block instrument locks the signalling sytem do that only 1 pull on the signsls for the section concerned id allowed. Yhe dignalman then gives that yoken to the driver do he knows nothing else can in section ahead of him
