I'm no economist but I've heard in countries like Turkey raising rates in a bad economy encourages people to want to hold US dollars or something other than their own currency and based on what you've said demand for dollars is on the rise in Russia.

The Russian govenment has a meeting about the Rouble. Putin says "Tovarishi, the Ruble is going through the floor. We need to do something!". Mishtushin says "Go back to the gold standard". Nabyulina replies: "We don't have enough gold". Medvedev puts his vodka bottle down: "OK, let's use silver!" Nabyulina replies, "Not enough silver!" "OK", says Putin, "What can we do to add value to the currency?" "That's easy", says Nabyulina. "Drill 2 holes in each coin and sell them as buttons!"
