Regardless of who is President and how sharp that person's mental faculties are, treating the Super Bowl as if it's somehow the appropriate time/place for a POTUS Q-and-A is silly. Why not the Academy Awards? Or the Indianapolis 500? Or the Grammys? Or the Kentucky Derby?

In addition to the separation of church and state, we might need to institute a separation of entertainment and state.

Bill has a great point here. The report indicates that what Biden didn't doesn't constitute criminal charges, but spends an absolute shit ton of time talking about his bad memory and speculates that a court would probably find him sympathetic. That is superfluous and unnecessary information and the special counsel acted highly unprofessional by including it in a legal document.
