Flashing Yellow & Red Traffic Lights

This intersection is fully pedestrian controlled but is a modern version of the flashing green lights. The main road has flashing yellow lights so motorists proceed with caution. The side road has flashing red lights so it's treated like a stop sign normally. When a pedestrian call is placed, all signals will display a yellow followed by a red followed by an all way walk sign. Once the pedestrian signal clears back to don't walk, the traffic lights will fall back to the respective flashing yellow and red lights.

There's an intersection that still works that way in Taunton MA. I think it was originally set up in the 80s or 90s and used incandescent signals (the pedestrian signal has a 16" housing with egg-crate visor). Even though it now has LED signal inserts, it STILL works that way, using an older relay-based controller that clicks throughout the pedestrian cycle. The pedestrian signal inserts are older GE LED countdown signal units with the outlined symbols (using the Canadian hand and American man symbols), and it only counts down during the clearance phase.

Could be unique to MA as I haven't seen this in other states?

Wouldn't all-ways yellow result people gunning it to beat the red light in both directions?
