There is an in-universe explanation for this in post-crisis superman comics where he meets batman for first time, and is that crime in gotham is way different than metropolis, is much more developed, complex and organized so is necessary that a detective deals with this type of criminals instead of just throwing punches to everyone you think is the bad guy but there is a whole other context you need to take care, like the bad guy who works for other bad guys, so the bad guy is not actually a bad guy and so on.

The lore accurate reason is that gotham needs a different solution and a lot more attention than what Superman provides. Gotham is an incredibly corrupt and broken city from top to bottom. It needs someone who goes out and protects citizens from street level crime, someone willing and capable of solving crimes the corrupt police force turns a blind eye to, someone who can and will invest huge sums into civic projects and charities. Protecting Gotham is EXHAUSTING and Batman is the only one with the time, patience, funds, skills, and drive to do it.

The ACTUAL in universe explanation. Is quite literally that he can't. Superman's powers take a lot of control in order to not kill a normal person just by breathing too hard. There's a comic where Superman and Batman switch cities for a day. I think it's the same one where someone magically switches their powers and makes batman kinda crazy for a bit. But in that story Superman says, it's too much. He can hear and see all the crime happening across the city at the same time. And he can't keep up with it. Now obviously if he paid less regard to the safety of the criminals he's taking down he could clean up gotham. But even IF he did that. Eventually, he'll have to leave. Either to go back to metropolis, go into space for some reason. Superman doesn't have the time, even with all of his power to clean up and more importantly, keep gotham clean.

It kinda makes me think back to that episode in the animated series. All Batman's villains put him on trial blaming him for their current state. His defender, A lawyer who hates Batman, convinced them that THEY created him.

The thing with Gotham, at least I think it is, is that the point is not to prevent crime when it happens, but to make criminals terrified of committing it. That's why Batman is so brutal and intimidating. In Metropolis criminals don't really fear Superman cuz they know that he wont hurt them, just put them in jail. While in Gotham, where crime is way more rampant, every time the thugs think of doing it, they think:
"What if Bats shows up and breaks most of my bones, the risk ain't worth it!"
