why won't it block the email totally? i'm wondering why it just sends all the blocked email to spam?

This blocking by choosing the sender address as spam is or is not the same as stopping the sender from reaching your own email address? So the sender can send another email and it goes again into your spam. Is this the best that can be done?

This is a lie. It does not block the email sender it just sends the email to spam. You still have to review it and delete it.
