Camera not working or opening in Opencv python SOLVED

How to solve camera or webcam not working and opening in opencv python is showed

this didnt work for me in win 11. It shows enabled in device manager. Disabled antivirus, still. Then i found the problem to be in settings-> privacy and security->camera->let desktop apps to access camera toggled off. Turning it on fixed it

It worked for i kept the value at 1 but after changing it to the 0 it started working fine

I have a web cam which is connected externally when i run the code the cam is detected but not capture any images it waits for 5 to 10 secs then shows error ret=False but cap.isOpened()==True in this case what should i do ?
