Can someone explain why its “turn 90 degrees” if just ends at 44 ft-lbs? In other words, why didn’t the engineers just say ‘first pass 22 ft-lbs, second pass 44 ft-lbs, etc.‘?

My question is after you torque the heads do you do a dry run start up to seal the gaskets or do you just put the antifreeze in and let it run up to operating temperature
