Yes, but there are certain dress codes at horse tracks. Do your research before you go, you may be denied entry to certain places if you wear shorts.

I actually have a few Smart Wash Haggar Cotton Sport coats so excellent recommendation on the brand. I sized up on them since I wanted a bit more room for layering underneath. Is this one also a slim fit? Appreciate the content.
