If any of you guys play Attila total war there is actually a mod where u can play a campaign as Constans 2nd and try to do what this video is talking about. The mod for Attila Total War is called 642 ad Dark Ages.

I disagree: he not only lost the battle of the Masts in 654, but most important, he alienated the Pope, the Italians, and the Sicilians, paid the Franks to laid waste to the north western Italy, failed to take Benevento, was defeated by the Count of Capua at Pugna and was completely defeated at the Battle of Forino (663), where 20K Byzantines, led by Saburro, were utterly crushed by Romuald, as Constans was idling in Neapolis. King Grimoald effectively broke the Emperor's force's back, occupying a large part of the Byzantine southern Italy including Taranto, and with that, any hope left to conquer Italy or North Africa for the Byzantines.
By the time Constans II was killed he was a useless shell of an emperor, living in luxury in Syracuse and only "dreaming" of taking back the lost territories in Africa. Whatever, had he been killed or died of debauchery, nothing useful could have come by an Emperor like that.

Constans II's reconquest could have worked if it was carried out during the First Fitnah and the emergence of Khawarij extremists. He even tried to raid Muawiyah's land (the Levant) during the First Fitnah but then Muawiyah threatened him saying "If you don't stop and go back to your land, o cursed one, I will unite with my brother (Ali) to fight you, then I will displace you from all of your land, I will make the Earth (as if it is) narrow for you, even though it is spacious." I read this in Ali Muhammad As-Sallabi's book on Muawiyah.

This is just about an Emperor who had plans to reconquer lost provinces of the Empire. But seeing how there were not just one but TWO Emperors who actually did reconquer: - Justinian: a large part of the total Roman Empire's lost provinces.
The other guy: all of the lost provinces of the Eastern Roman Empire. - before both successess were undone by cataclismic disasters (Justinian Plague, conquest of islam) I think it's safe to say the Universe REALLY REALLY REALLY wanted the Roman Empire gone.

Constans II seems not to have been remotely realistic in how he gathered resources, despite being probably the originator of the Theme system. His looting of Rome perhaps made clear that a Republic of St Peter was preferable to have the city looted for metal and a Pope starved to death in exile, although some years more were to pass before it was decided to face the Lombards unaided. The initially successful attempt to take some part of Egypt failed as the Roman forces having taken Alexandria occupied themselves with looting the area around instead of reducing the remaining Caliphal forces. Emperors who took and didn't achieve much from that generally incurred hatred resulting in death.

Wouldn’t the empire still have been too exhausted by the final Roman-Sassanian War to undertake such a massive campaign? Especially with these harsh taxes added to the pile of problems?

Even if he survived it would've been practically impossible to reclaim their land. The Rashidun were too strong in comparison to the much weakened Byzantine empire
