Everybody forgets the ten trillion earthquakes, a plague and plus a fire of Constantinople that happened ALL at once during Justinian's reign, rip. And yet the guy still managed to do so much with his decaying empire and expand it as much as he could do. He was truly the last great emperor of antiquity.
[Edit] Considering what most are saying about Justinian, it's honestly clear how hindsight makes us so overconfident. ''Everyone is wise in other's war'' as they say. What would have you done in the imperial slippers of Justinian if you had nothing but history knowledge up to 6th century? Would you magically predict persian invasions and counter-sacking of Italy by the goths? As Justinian with modern hindsight I would've only conquered north africa for its rich soil, southern italy and some other strategic locations to ensure mediterranean dominance and use the rest of my resources to fortify and dig into these regions lest they fall into Arab hands 200 years in the future, but Justinian did the most logical thing of trying to _restore_ Rome to its former glory in his day and age.
Also forgot to mention Belisarius my champ, he was real good and stuff.
