How to allow comments and reactions to the telegram channel | Add discussion (tutorial)

If I saw these comments without joining the channel, will the person who wrote the comment know that I've seen it?

I'm trying to add the "leave a comment" feature to my channel so I can have a discussion on my posts but it's not letting me. It keeps saying "I'm not allowed to do this" when trying to set up a discussion chat. I have no restrictions that I know of anyway. I don't know what I'm doing wrong? I'm on android.

This is only for the channel & this feature is not applicable for group
