Kenyan cat lovers are furious. Capital Nairobi is planning to impose a cat tax on pet owners. The Nairobi city county wants all owners to register their pet cats and pay an annual license fee of 200 Kenyan shillings ($1.50). Not just this but they would have to ensure their pets do not "Scream or cry in a manner that disturbs the peace" of residents. They would also be required to confine cats to heat.
