The difference between them is this:
Hulk is just anger, he's direct and will smash through whats in his way, but Banner is Cold Hate, he'll plan and take everything away from anything that stands in his way.
The Hulk will smash you, Banner will make you wish you were never born.

I whole heartly believe if that gamma bomb didnt make hulk and just gave banner all the powers with no drawback, hed be a villain. His trauma, neglect and over all shitty life would drive most to evil

This isn't the first time this was explored as there was a run where banner and hulk was split into two people the hulk isolated himself under ground with the mole people while banner just got angrier and angrier becoming a more dangerous person then any villain and to stop banner from destroying everything with a new gamma bomb the hulk absorb the blast and banner(who was point blank and turned to ashes) saving everyone and uniting with banner again.

I think this is the comic where the Hulk ( Bruce Banner ) uses a strength modifier for the Hulk and it goes up to stage 10 in stage 4 the hulk was up against all of Marvel Zombies, stage 5 he fought against all the Gods and stage 6 he fought against Demons like those heavy hitters like Dormamu, Mephisto and Cthon…. This is one of the most strongest version of the Hulk
