The Hulk's height was used to represent his level of anger, with the character growing taller as he became more enraged. In his first scene, the Hulk is nine feet tall, which Ang Lee compared to the infant/toddler stage. The second time he transforms, he's 12 feet tall, representing the medium-sized teen Hulk. I don't get the hate the movie got, for a 2003 film, the CGI was really good for it's time, it stayed fairly accurate to the comics, it showed a PERFECT representation of what The Hulk should be, growing, and adapting.
