If anyone still can't figure this have changed a little. when you draw the little path, you'll see two straight lines within the path...this is what you must drag - not the text

It's not the text that you select, it's the path itself. I tried selecting the text and nothing happened but when you select the path, you get the flip option.

It kind of works, but my text is upsidown on the outside of the circle and right-side-up on the inside, so it's all scrunched up…
