The United States has warned that companies' stockpiles of semiconductor chips have shrunk dramatically due to a global supply shortage, putting production at risk from any disruption. A survey of 150 firms for the Commerce Department found the median stocks held by manufacturers had fallen from 40 days' worth in 2019 to just five days' worth in 2021. It comes as Democrats in the House of Representatives published a bill for investment worth $52 billion in the sector.

Should use the word "inventory" instead of "stocks."
When I first heard your statement a few times, I though you meant stock shares, not stocks of widgets.
Although I hadn't heard an actual number, I don't think that chip inventory on hand was really 40 days, the general practice of manufacturing automobiles pre-pandemic was JIT (Just in Time) to avoid the cost of standing inventory.. Or, at least not 40 days with deliveries to replenish arrived often. I suppose if you only received shipments every 3-6 months, then a 40 day inventory of chips would seem reasonable.

INTEL has ability to make 28~40nm chips which can slove car maker's need. Why not they not do that first?? One of main reason is it's cheaper to buy or made it in Asia. and car chip need specail order, profit is lower than advanced chips.

The issue here is that microchip shortages have to be categorized in terms of type of chip, cause some of these shortages might be on the low to the mid end of processing power but have a low profit margin for the manufacturer. Otherwise these might be specialized microcontrollers or asic chips that need to be ordered in advance by the customer, and that are competing for available production capacity.
Microchip production is much more diverse than people think, and building an high end chip foundry might not sort the issues that the car industry or other industries have.
