Roman Emperors liked foreign body guards because they had no pre-existing ties to Rome, or its politics. Made them more symbiotic with the emperor himself, and unlikely to stage assassinations or coups.

the Varangian Guards were some of the most badass elite guards, from Saxon British Isles, to Scandinavia, to Kievan Rus, they come with their 2 handed axes and decked out in purple, chain-mail and lamellar armor or fish scale armor and clap Pechenegs, Muslims, Bulgars and even put a good fight against the Normans, Crusaders and Ottomans

To my knowledge the Varangians showed disloyalty only once. During the Sack of Constantinople the Varangian unit guarding the emperor Alexios (I can't remember which one) abandoned him due to a lack of pay. This was after a brutal fight with Venetian marines, whom they routed.

Still a much better track record than the feckin Praetorians.
