Windows Failed to Start A Recent Hardware or Software Change Might be the cause. To fix the problem.

To Fix
Go to the TFTP tab on your Windows Deployment Server and uncheck the box.
Or completely regenerate your image.

This situation happens when trying to PXE boot in Microsoft Deployment Toolkit and Windows Deployment Services.

I had the exact same situation that you described: the first solution stopped to work and then the second solution did it.
In addition, I have no clue on what was the cause for it, but I really suspect that some of the recent Windows Updates that I did to the MDS/WDS server caused it.

FYI... Unchecking that box solved this problem for me when I created a Win 10 x64 1903 image, this wasn't an issue with 1709, I have never tried with 1803 or 1809 so I can't speak for those builds. Thanks for the help.

Well, I was hoping this would work for my dilemma but it doesn't seem to. The odd thing is, PXE booting and imaging Dell Optiplex 5260 computers work fine, and still does (I tested one), but the same method and BIOS settings do not work for the new 5270. The NIC drivers even are even the same for both models. I have duplicated the BIOS settings exactly like the 5260 but still no go. One thing I noticed is when F12 booting, I have an ubuntu option now. Weird. Back to tinkering. Thanks for posting.

What if WDS are not used in the PXE . I use config manager to deploy windows boot image and getting this same error.
