We all know government programs are funded year after year without any evidence the money is well spent.

What if we could account for every cent the government spends—regardless of how much has been allocated in the past?

Heritage expert Paul Winfree and Senator Rick Scott lay out how zero-based budgeting could do just that.

How about this: as a first step, tell every recipient of federal dollars that its budget for the next 2 years is the same as this year. That forces them to look inward and cut what is unnecessary. If they want more money, then they need to implement ZBB and justify why they need more.

Will it happen though and how will all these people responsible for look at spending go about slashing government waste? I don't appreciate what Senator Scott did in Florida by refusing medicaid as there's been a horrendous rise in uninsured older Americans who can't get medical help as a result of his refusal to accept funding under the guise of 'saving money' THIS issue MUST be addressed!
