The answer is C.

R = P x A.
P = rho * g * (h/2)
(half of height because the pressure from the liquid is acting on the center of the gate). P = 23.544 kPa;
R = 23.544 kPa * (3*1)m => R = 70.632 kN.
Now, taking summation of forces on the x-axis, we have:
R = F + F_h
(where F_h is the force from the hinge acting on the bottom, and F is the force acting on the top of the gate, shown in the picture).
Taking sum of moments about R (R is acting 1 m above the surface because the pressure diagram is a right triangle, and the center of force on the y-axis for a right triangle is 1/3 of the height, starting from the base - the pressure diagram is a right triangle because the magnitude of the pressure is greater on the bottom than it is on the top, linear change).
Moment Balance:
R: F*(2m) = F_h*(1m)
2F = F_h
Substituting F_h into the sum of forces on the x-axis equation:
R = F + (2F)
R = 3F
F = R/3
Since R = 70.632 kN:
F = 70.632 kN / 3
F = 23.6 kPa.

Search engine function is pathedic, you don't need the hyphen on hazen williams to find it in the physical reference manual. fix this or provide the physical manual, this process is not equitable.
