I've never heard of the first rule, despite having lived here for 32 years. I asked my sister in law, who is a teacher, and she said it's probably just a chain of academies or a local authority somewhere, but she'd never heard of it in over a decade of teaching.

In my primary school (in Poland) there was unwritten rule that there cant be more than one student in male restroom even during a breaks (it was before covid). When teacher saw two or more kids coming there he/she was coming inside and ordering anyone except those in stalls to leave(even when you are waiting in line/washing hands etc) and they werent allowed to come inside without asking that teacher.
One day they removed doors to toilets. In one place there were urinals placed in the way you could see someones private parts while entering so without door your willy was on display to whole corridor. They later removed those urinals and installed back doors.
No one knew why they were doing it (they were saying that it is for our safety) but there were some theories like suspecting us of smoking or vandalizing the place (you can write a book bigger than Oxford Dictionary about stuff that was happening there) but still I find it a bit too much.
There were teachers coming to the toilet even when one student was there, they were standing outside the stall (I need to add that there was no option to fully close them) and then escorting him to the sink to wash hands and go away. It never happened to me but I remeber one teacher going there after I left to "smell and see" if I werent doing anything illegal.
That place was weird and its not the only one that type of thing there

As a french, i can say that in our high school we use ketchup with other stuff too not just french fries
