here is proof that Rhodey has not been a skrull since civil war, when the HQ gets bombed he not only cannot walk outside the suit and has to crawl, meaning he really is Rhodey who got crippled by the injuries from the fall, because a Skrull would not pretend to be incapacitated in a life or death scenario, but also he is bleeding red, and Skrulls do not have red blood, so I think that he became replaced by a skrull between Endgame and Secret Invasion, which makes sense, the skrulls knew of Thanos and that he had snapped half of all life including Fury, it wasn't until Fury came back and pissed off to outer space instead of doing his job and making good on the promise that the skrulls had enough, probably around the time of NWH's events, since Talos new that Fury was unavailable and wanted to contact him.
