15 - 20 saal ka ground field work karne ke baad hi inhe collector banana chahihiye.. Take exam of Ias, give certificate but then engage them in tinkering.. Same applies to judges

I have to say, Judiciary in India is strong, but not at all efficient. Make judiciary efficient for criminal as well as civil matters, and see lot of Police and Bureaucracy will be tightened!!
