Being an IAS he is expected to have good communication skills in both English & Hindi, Judge is not wrong, the officer is incompetent. Period

The Counsel for the IAS officer has rightly said that he has lack of expressiveness which is not acceptable from an IAS officer. Being an IAS officer, he must have good communication skills. A bookworm can't run the administration efficiently. Hindi is important but english has become part and parcel of the official communication and one can't ignore this fact.

Our constitution clearly mentions that all proceedings of hc and sc shall be in English language. He is supposed to know this. There are so many languages in india English is the only solution.
